POSITION SUMMARY: Coordinate and manage handset regulatory approvals for Garmin handsets with wireless carriers and regulatory agencies
ESSENTIAL FUNCTIONS:
• Read, understand, and properly interpret regulatory agency standards in order to create a regulatory compliance plan
• Effectively communicate all regulatory requirements to the handset development teams
• Verify that the handset development team’s implementation will meet all requirements
• Coordinate internal and external compliance testing activities
• Effectively track, manage and support multiple projects and priorities
• Communicate process weaknesses to management and develop or improve process guidelines under management direction
• Approve internal and external compliance reports and declarations of conformity
• Stay abreast of regulatory changes and new requirements; interpret those that affect Garmin handsets
• Draw on prior ESD, EMC, EMI or product safety knowledge to review designs and offer suggestions for improvements
• Plan or manage implementation for environmental regulations such as REACH, EUP or China RoHS
• Travel domestically and internationally to support regulatory activities
OTHER RESPONSIBILITIES:
• Perform other job-related duties as assigned, including those of Compliance Engineer
EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
• Bachelor of Science in Electrical, Mechanical or Computer Engineering, Electro-Optics, Physics, or Chemistry from four-year college or university or equivalent education
• Excellent academics (cumulative GPA greater than or equal to 3.0 as a general rule)
• Strong written and verbal communication skills
• Regulatory experience with 2G, 3G or 3.5G handsets
• Strong knowledge of CTIA and PTCRB process with homologation experience
• Conversant in UMTS, HSDPA, GSM, WCDMA, GPRS, EGPRS and A-GPS technologies
• Experience applying some of these standards (GCF, 3GPP, Bluetooth, Wi-Fi, SAR, E911, HAC, UL, EN, IEC, CSA, FCC, CISPR, Industry Canada, ETSI, ITU, JASO, SAE, ACMA, NZS, ANATEL, ICASA) and directives (R&TTE, Battery, LVD, EMC, eMark) and environmental laws/directives such as Energy Star, RoHS, REACH, EuP and WEEE)
• Experience working on a team that put cost effective processes in place to support Green requirements
• Strong project management skills
• Highly motivated and self-directed
DESIRABLE QUALIFICATIONS:
• Cellular carrier testing experience
• IOT experience
• 5+ years of experience performing duties similar to the essential functions of this job description
• Knowledge in worldwide regulations and certification schemes for rechargeable battery packs, SRD’s (short range devices), NFC (near field communications) consumer, marine or automotive electronics or wireless systems
• Certification of products with one of these technologies: DVB-H, DVB-SH
• 5+ years in electronics manufacturing, test or design environment
• China, Korea, Japan or Latin America approvals expertise
• Experience in writing compliance reports and declarations of conformity
