Details The NSO 3G RF Senior is responsible for providing pre-launch optimization services and RAN optimization services for Nokia Siemens Networks system customers in collaboration with project team. Key counterparts are Nokia Siemens Networks project team (network optimization management and colleagues, project management, technical management) and customer organization (network performance team, O&M team).

The main tasks of a 3G RF Senior Engineer includes, and is not restricted to, the following items:

• Dimensioning the RAN network (number of channel elements, Node-Bs, RNCs) according to the coverage, capacity and quality requirements from the operator;
• Planning the Node-Bs in a WCDMA RF planning tool (like NetAct Planner) defining their related parameters: site coordinates, antenna type, antenna height, antenna tilt, antenna azimuth, CPICH power, cable loss, propagation model parameters;
• Validating the site configuration in the field during the technical site survey visit and preparing the Technical Site Survey report;
• RF Indoor planning knowledge;
• Traffic Modeling Knowledge;
• Propagation Model Tuning knowledge;
• Frequency Cleaning Knowledge;
• Setting the specific RF parameters for the site to be integrated: RNCid, WBTSid, LcrId, MCC, MNC, LAC, RAC, SAC, CId, UARFCN frequency, scrambling code planning, T cell, neighbours list planning;
• Site Capacity design and evaluation after integration;
• Execute Field DT, post-processing and analysis for optimization;
• Analysing site performance through drive test measurements, detecting installation problems, logical and/or physical RF parameters miss configuration, identifying non-RF related problems and recommending changes to fixing those problems;
• WCDMA / GSM Layer 3 message flows understanding for drive test analysis and troubleshooting;
• Interference problems identification, analysis and actions to fix these problems;
• Defining and monitoring parameter consistency check rules in order to Maintain RAN parameter database consistent internally and implemented according to the ran default parameters and ran planned specific parameters;
• Defining Key Performance Indicators using RAN counters;
• Defining and monitoring KPIs reports on network, area and RAN level;
• Defining and monitoring “worst objects” reports at NodeB, adjacency and cell level;
• Analysing and troubleshooting “worst objects” reports by recommending software changes, hardware changes or alerting O&M in case of hardware problem;
• Traffic forecasting based on network growth and customer parameters;
• Trialing and Implementing new feature to improve overall radio network performance;
• Perform Network Parameter’s and Performance assessment to identify possible action points;
• Configuration assessment with and/ or without site survey;
• Deep knowledge of antenna system configuration optimization;
• Deep Knowledge of traffic and capacity optimization;
• Deep knowledge of parameter optimization;
• Deep knowledge of neighbour optimization;
• Deep knowledge of 2G 3G Interoperability (ISHO and Cell Reselection);
• Knowledge of site/RNC rehoming related activities;
• Knowledge of UMTS network elements and interfaces;
• Define the technical guidelines for planning activities in a project, managing and validating the technical work of a small group of RF Engineers;
• Eventually transfering the competence internally and towards Nokia Siemens Networks customers.

Work experience.

More than 2 years experience in 3G optimization projects and at least 5 years experience in GSM optimization projects with operators or vendors;
Extensive theoretical 3G/GSM knowledge and practical RF planning and optimization are required.
Skills
Fluency in English and Spanish
Deep knowledge and good practice of RF planning and optimization processes
Knowledge and good practice of Technical Site Survey
Knowledge and good practice of Database SQL language

Tools

Deep knowledge and good practice of RF Planning tool (NetAct Planner or equivalent)
Knowledge of optimized planning tools (ACORN, NetAct Optimal Planner)
Deep knowledge and good practice of drive test measurement/analysis tool (TEMS, NEMO)
Deep knowledge and good practice of drive test post-processing tools (Actix, NEMO Analyzer)
Deep knowledge and good practice of MAPINFO
Deep knowledge and good practice of Nokia RAN parameters and counters
Knowledge of OSS / RAN tools: Configuration Management, Performance Management, Fault Management related (PlanEditor, NetAct RAC, NetAct Optimizer, NetAct Reporter, Network Doctor, NetAct Traffica, MML commands, SPOTS, AnatomN, Radio Commander)
Knowledge of Protocol Analyzers
