Division: Satellite and Network Operations
The main responsibility of this post is to analyse and optimise spectrum resource allocations, analyse traffic information and investigate new frequency plan analysis. Assist in the day-to-day frequency planning responsibilities and tasks of the Spectrum Management Group.
Key responsibilities of the position:
The post main responsibility is to support the real time frequency planning activities taking into consideration the real time traffic information and evaluate various ways to improve the real time spectrum dimensioning utilization.
Produce regular spectrum utilization reports for the various services based on the required grade of service (GoS).
Use Frequency and Transmission Planning (FTP) tools to perform interference evaluations to support real time frequency planning activities.
Organise Quality of Service tests for the evaluation and verification of the various proposals.
Support the frequency plan engineer in adapting the spectrum allocations to effectively reflect the traffic variations.
Generate short-term and long-term statistical user profiling reports for each service.
Assist the frequency plan engineer in the day to day frequency planning activities.
Assist the frequency plan engineer in the generation of contingency plans.
Analyse and plan changes to the spectrum real time allocations as per the requirements of new services.
Inter-work with the project analyst to support BGAN-R and BGAN project activities.
Analyse the impact of new standard and non-standard lease services on the overall resource capacity of the INMARSAT constellation.
Prepare the appropriate terms and conditions fdor each lease service to be provided. Prepare the relevant lease Annexes and Lease operational authorisations.
Support the overall group activities including projects and introduction of new services.

Essential knowledge and skills:
A Bachelors Degree in Electrical and Electronics Engineering and 2 years experience in a relevant communications environment is desirable. A Master\'s Degree in Communications Engineering, preferably Satellite Communications would be an asset in this role.
Unix operating system, MS Office 2000 and preferably one programming language.
Very good oral and written English communication skills.
Background in software engineering and familiarity with database environments (SQL skills) (desirable).
Some knowledge in spacecraft and ground station design and H/W (desirable).
