(VI) Project Title PCRF (Policy Control and Charging Rule function)
Duration August 2006 October 2007
Environment C++, XML on Linux platform
Project Description
The traditional telecommunications billing paradigm of time and distance has been under attack in both fixed and mobile networks for some years and new, more sophisticated charging systems are being developed. For UMTS, a new charging architecture has been specified by the 3GPP standards group.
PCRF performs policy control and flow based charging control functionalities. Diameter is used as the protocol on Rx, Gx & Sp Interfaces.
PCRF manages configuration of
Service data flow detection identifies the service
Gating blocks or allows different types of IP flows
QoS decides the bandwidth which needs to be provided
Flow based charging determines the charge for the traffic
PCRF in the Network allows Operator to
Apply different rates and charging models when a user is roaming.
Restrict special rates to specific services.
Enforce per-service usage limits for a service data flow.
Log the amount of data used over a time period and manage credit limit with OCS.
Rate and allocate credit based on the characteristics of the IP network bearer resources allocated.
Support dynamic selection of charging for flow-based bearer level charging.

Responsibilities
Traces Implementation of Protocol Traces and Call Traces for Rx Interface (between Application function (like P-CSCF) and PCRF) and Gx Interface (between PCRF and PCEF (like GGSN)).
Implementation of IMS Protocol Trace Server that deals with Commands for Registration, Cancellation and modification of Protocol trace.
Simulator Implementation of AF Simulator for seeing the Rx and Gx Interface message flow.
