Job Description:
• Responsible for the evaluation, planning, dimensioning, and implementation of transmission requirements and related equipment new installs, expansions, and software upgrades to support network demands of the OCS Northeast (NE) Regional Markets. Position will report directly to the Manager of NE Systems Detail Design & Integration.
• Coordinate and manage equipment installation services, vendors, and schedules.
• Regularly interface with the NE Regional Markets as well as all internal customers to provide technical support and guidance, as required, on all levels of transmission related issues.
• Recognize opportunities / recommend measures – as feasible -- to improve and/or optimize process, procedure, and the overall NE transmission quality and infrastructure.
• Responsible for final review and presentation of same directly to the department manager
• Report on capacity, inventory, and utilization of applicable transmission and carrier equipment configurations. Provide detailed engineering documentation to ensure the success of required projects and their support. This will involve site survey work and the gathering of field data as well as current capacity and database reports to provide detailed engineering and SOW documents
• Interpret NSS, BSS, Traffic, Transport, Provisioning and RF Engineering data to prepare required transmission equipment forecasts and budgets.
• Prepare Methods of Procedure (MOPS), detailed engineering documentation, and Work orders as required.
• Ensure daily workforce to load metrics are reviewed and given proper attention.
Functional/Technical Skills (Specify any functional, technical or industry-related skills, knowledge or abilities needed for this position –
- Advanced understanding of IP routing protocols, ATM networking, quality of service and network management concepts is necessary
- Advanced Knowledge of various vendor equipment, such as Nortel, Nokia, Ericsson, Tellabs and Alcatel. Is considered a SME in multiple functional areas (2G NSS/BSS, 3G NSS/RAN, RSP, DACS, ATM, etc). Heavy emphasis and knowledge in 3G platforms!
- GSM knowledge and/or experience working in a telecommunications environment
- Advanced knowledge of data communications, protocols and technologies such as: TDM, ATM, Frame Relay, SS-7, TCP/IP, X.25, SONET and VoIP.
- Ability to interpret topography, network design maps and CAD Designs
- Ability to analyze and interpret detailed technical documentation and implement into the network in an efficient manner.
- Working knowledge of client TCP/IP protocol
- Strong personal computer skills required including knowledge and experience with Microsoft Office.
- Working knowledge of MapInfo, Visio and Granite provisioning software.
- Must have good oral and written communication skills.
- Must have good time management skills
- Must have advanced understanding of and demonstrated proficiency in a GSM & UMTS wireless network and its components
- Good understanding of network element capacity forecast models related to high level planning and design is required.
- Must be able to work well under pressure
- Must have a solid foundation in electronics theory
- Must be able to work flexible hours and overtime when required
- Good working knowledge of databases required.
Additional Requirements Include:
• Key areas of subject matter expertise required include Tellabs and/or Alcatel DACS, Optical Networking, Test Platforms, DSX, Echo Cancellation & Voice Quality, Network Timing & Sync, and the development of Switch location support infrastructures and space planning. Working knowledge of wireless telecommunications networks (TDMA, GSM, 3G), as well as Circuit Inventory Databases (ie Granite, Cramer) also required. Knowledge of IP, UMA, and UMTS technologies a plus.
• Demonstrated mastery of telecommunication industry standards, dimensioning transmission network element systems, Telcordia, ITU, and ANSI/ETSI, etc.
• Project management skills and deployment / implementation expertise. Ability to affect the bottom line.
• Proven leadership, analytical, organizational, multi-tasking, technical writing, telephony, troubleshooting, communication, presentation, and interpersonal skills a must. Able to take direction and independently, as well as part of a team, put processes and procedures into motion.
• Proficiency in MS Office, VISIO
• 30% - 40% travel / or as required
Experience/Education:
• Bachelors degree in an applied engineering discipline.
• 10 years Telecommunications industry experience (pref).
• Minimum 7 years direct experience dimensioning transmission network element systems (pref).
